Not only will the second processor give you a benefit in terms of performance ? it?s a necessity! Running StarTeam and ORACLE, or any other DBMS on the same, single processor server, will create a situation where both the DBMS and StarTeam will use up a lot of resources which is due to the poor context switching in Windows NT (or Windows 2000). This results in a slow server, especially when using the CLI in StarTeam. Access runs in the same process as StarTeam, so you will not have a problem there using a single processor server, but Access in itself is much slower.
I have not done any testing using ORACLE, but there is no doubt that you should see the same performance gain as I did when I compared ACCESS and MS SQL Server.
