I have only seen this type of message when the database connection is dropped from the StarTeam Server. Most commonly, it is the scenario that you described, the database was simply restarted. This is not necessarily the only way that the connection could be lost though. A network issue could be another reasonable explanation as well.
The main problem is that if the connection between the Server and the database is lost, it will not try to reestablish itself until the StarTeam Server is restarted. A change request (9063) has been submitted to request functionality to have the connection be automatically reestablished if this type of issue occurs.
